Agua Hedionda Lagoon Jetty Restoration Project - HPE is managing a multi-disciplined team of project designers including engineers, scientists and biologists to design and restore a 200-foot jetty at the inlet of Agua Hedionda Lagoon. This project involves a high level of coordination and communication with agency staff and elected officials of adjacent coastal cities. HPE is responsible for permitting, project management including agency and community scoping, CEQA/NEPA compliance and EIR/EA analysis review and development.

Maintenance Dredging and Beach Nourishment Project - HPE is responsible for managing all aspects of permitting and regulatory compliance for this ongoing maintenance program. This project involves coordinating the efforts of a multi-disciplined team of coastal scientists, engineers, surveyors and biologists to obtain required local, state and federal regulatory permits. Recovered beach quality sand is used to renourish adjacent beaches.

Eelgrass Planting and Mitigation Monitoring - HPE coordinated the efforts of a multi-disciplined team of professionals including biologists and engineers to ensure that eelgrass (Zostera marina) was successfully transplanted and monitored for 5-years to ensure compliance with regulatory agency permitting requirements.

Caulerpa taxifolia eradication at Agua Hedionda Lagoon - HPE represents the landowner/stakeholder in the ongoing efforts to contain and eradicate the invasive non-native marine algae Caulerpa taxifolia from the Inner Basin of Agua Hedionda Lagoon since its discovery in June 2000. HPE is also responsible for seeking long-term funding commitments, and is involved in efforts to formalize an eradication program into state law, and community outreach and education efforts.

North Shore Agua Hedionda Lagoon Shoreline Rehabilitation and Coastal Access Improvements - HPE had primary responsibility for environmental permitting, project management, construction oversight and CEQA/NEPA compliance for a project involving shoreline repairs and public trail enhancements.

Multiple Habitat Conservation Plan (MHCP) - Since 1993 HPE has been an active team member in helping develop the Multiple Habitat Conservation Plan (MHCP) for northern San Diego County. The President of HPE is currently an MHCP advisory committee member.

Local Coastal Plans (LCP) - HPE has prepared more than 20 LCP Amendments consistent with the requirements of the California Coastal Act. These plans allow for the orderly growth and development in the local coastal zone and relegate local planning and land use controls to the local jurisdiction.

Batiquitos Lagoon Wetland Delineation - HPE staff coordinated agency communication and property owner involvement in a project that established the extent of the wetlands along a portion of the north shore of the inner basin of the Batiquitos Lagoon.
