City of Coeur d’Alene, Idaho Development Impact Fee Program – HPE completed the first Development Impact Fee program in the State of Idaho outside of Ada County. This plan addressed a number of public facilities and ensured that new development paid its own way for public services and infrastructure.

Public Facilities Analysis
- Spanish Valley Water and Sewer District - County of Grand, Utah and the City of Moab Utah - HPE prepared buildout projections and public facilities analysis for water, wastewater, sewer, drainage, circulation and numerous other facilities and services and provided a feasibility analysis of financing options.

Carlsbad Growth Management Planning (Local Facilities Management Plans) - HPE has managed and/or been involved in the preparation of more than 15 LFMPs for Carlsbad since 1988. These plans are prepared for the purpose of ensuring the adequate provision of key infrastructure resources in developing areas of the city.

City of Imperial Service Area Plan - HPE was responsible for preparing a Service Area Plan for the City of Imperial and its sphere of influence. The Plan has been reviewed and accepted by the LAFCO.

City of Imperial Development Impact Fee Ordinance - HPE was responsible for the preparation of a development impact fee ordinance for administrative, library, fire police and circulation facilities.

Murrieta Oaks Public Facilities Financing Plan and Fiscal Impact Analysis - As a consultant to the City of Murrieta, HPE was responsible for preparing a PFFP and FIA for a proposed residential development of 580 single family units with an elementary school site.

Greer Ranch Public Facilities Financing Plan and Fiscal Impact Analysis - A PFFP and FIA was prepared for a proposed residential subdivision in the City of Murrieta. These documents provided the City with the assurance of adequate public facilities through buildout of the project.

Fiscal Impact Analysis for the Proposed Annexation of Lincoln Acres - HPE prepared a FIA to evaluate the fiscal impacts for National City if they were to annex the area of Lincoln Acres, which is within the City's sphere of influence. The annexation evaluation was initiated by the LAFCO and required extensive coordination between City officials and local area residents.

Population and Land Use Buildout Analysis - City of Rexburg, ID - HPE conducted a parcel-by-parcel land use survey and buildout analysis for the City of Rexburg, a city of approximately 16,000 people. The study utilized the City's Comprehensive Plan Map, assessor maps and aerial photograph, as well as a drive-by survey.
