The following is a brief summary of some of the land use plans and community development projects that Hofman Planning and Engineering has been involved with. In each case, HPE was responsible for the coordination of efforts of a multi-disciplined team of consultants. HPE was also responsible for coordinating extensive public involvement programs for most of these projects to address citizen and agency concerns. HPE's directed efforts at consensus building addressed many of the issues early on in the planning process enabling decision-making bodies to consider these projects with a minimal amount of public controversy.

Bressi Ranch Master Plan - HPE coordinated the efforts of a large multi-disciplined team to prepare a 585 acre mixed use Master Plan allowing for the development of 623 residential units ranging from single family detached to high density affordable apartments along with neighborhood commercial and community facilities. The site will be developed with 2.2 million square feet of high-end corporate office/industrial uses. The pedestrian friendly design of the project will encourage residents to walk from their homes to potential jobs in the industrial area and commercial uses in the neighborhood commercial area.

Carlsbad Ranch/LEGOLAND Specific Plan - HPE coordinated the preparation and processing of this 423 acre mixed use Specific Plan in the coastal portion of the City of Carlsbad. The plan allowed for the development of the LEGOLAND theme park along with a high-end retail center (Carlsbad Company Stores), office park, two hotel and timeshare projects and the preservation of the historic Carlsbad Flower Fields. The Specific Plan includes detailed guidelines that allow for all of the various uses without adversely impacting traffic or the character of Carlsbad.

Poinsettia Properties Transit Oriented Development Specific Plan - HPE coordinated the preparation and processing of a 100 acre transit oriented, pedestrian friendly Specific Plan adjacent to a major commuter rail station. The project allowed for single-family detached homes and affordable apartments in addition to a neighborhood commercial area. An extensive pedestrian system makes it possible for the residents to walk to the commercial uses as well as the commuter rail station.

Encina Generating Station Precise Development Plan/Poisedon Desalination Plant - HPE developed a comprehensive Precise Development Plan depicting existing uses and facilities currently in place and onsite at the 365-acre property owned by Cabrillo Power.   Also included in this plan is a 50 million gallon per day seawater desalination plant.  This document will serve as an overall land use blueprint for the Encina Power Station.

La Costa Master Plan – HPE prepared and processed a 1200 acre master plan for the La Costa area of the city of Carlsbad, California for The Fieldstone Company. This master planned community contains over 3000 residential units, commercial centers and several community facility centers.

Rancho Carrillo Master Plan - HPE coordinated the preparation and processing of a 690 acre Master Plan which allowed for the development of 1,800 homes ranging from estate lots to high density apartments, a public park, elementary school, extensive trail system and preservation of over 1/3 of the property for habitat and species preservation purposes.
