Hofman Planning Associates (HPA) has provided land use planning and development services since 1985. Originally founded by Bill Hofman, HPA now has an extensive client list in both the private and public sectors. HPA provides professional services in the following core business areas: Planning Services including full project management for every type of land use entitlement at all jurisdictional levels; master plans; specific plans; coastal permitting; and staff extension. Fiscal Services including fiscal impact studies and development impact fee programs. Environmental Services including preparation of CEQA/NEPA compliance documents, coordination and management of Environmental Impact Reports and federal Environmental Impact Statements, regulatory agency permitting, compliance and monitoring.
