Bill Hofman, President
Mr. Hofman has over forty-four years of public and private sector planning experience. He has been a key negotiator and facilitator for numerous community development and master planned projects. Under his supervision, HPA has conducted planning projects in almost every facet of the Planning profession. Besides his planning expertise, with his work throughout California and the northwest, Mr. Hofman is considered an expert in the field of Development Impact Fees. Mr. Hofman obtained his B.A. degree from U.C.L.A. in 1975 and his M.A. degree from San Diego State University in 1977. He founded Hofman Planning Associates in 1985 after working for eight years in the public sector. Mr. Hofman maintains a presence and provides his expertise to every project that HPA conducts. Mr. Hofman lives in San Diego with his wife, Eliza.
Currently, Mr. Hofman serves as the Chairman of the City of San Diego Planning Commission.
Adam Kooienga, Senior Planner
Mr. Kooienga has significant planning experience in both the public and private sector. While working for the City of Oceanside, Mr. Kooienga helped develop the framework for allowing micro-breweries and wineries to be located in City’s downtown which helped propel the City’s now-thriving craft brew industry. Mr. Kooienga has also worked as a member of the City of Escondido’s Planning Department. During his time at HPA, Mr. Kooienga has been involved in all facets of project development and management and has successfully guided multiple projects from preliminary conception to project entitlement. Prior to his planning career, Mr. Kooienga served in the United States Marine Corps for 5 years where he was selected as part of the elite Presidential Security Force stationed at Camp David as well as successfully leading Marines in an overseas deployment as a member of a Marine Expeditionary Unit. Mr. Kooienga obtained his B.A. in Urban Planning & Studies from UCSD in 2015 and his M.U.R.P. (Master of Urban & Regional Planning) From UC Irvine in 2017. Mr. Kooienga lives in Oceanside with his wife, Elaine, and two daughters, Vienna and Elodie.
Monica Friedl, Assistant Planner
Ms. Friedl has had experience in many different fields but has found planning the most gratifying with a recent degree from Cal State San Marcos. With a full ride scholarship to play Basketball for the Cougars at CSUSM, she graduated with an Environmental Studies degree in 2018. Following the culmination of her studies, she was able to obtain experience in the construction industry, formerly working for a Geotechnical Company where she quickly moved her way up the ladder from Administrative Assistant to running the AR Department where she was also able to learn about the Building & Development Industry. Looking for an opportunity that fit her qualifications and her desire for Urban Planning, she found Hofman Planning and Associates and immediately seized the opportunity to develop and help grow and expand the company. Ms. Friedl has also obtained a Real Estate License, Insurance License & Notary License and is always looking to learn and find ways that best accommodate a happy Clientele.
Anita Holzmiller, Office Manager
Anita has over 35 years of public and private sector administrative experience in the planning field and resides in Carlsbad with her husband.
